The Independent Community Bankers of America (ICBA) elected Potomac Bank President and CEO Alice Frazier to serve as chairman of the organization for 2026-27. The trade group also announced the members of its executive committee for the coming year.
Her term began following the conclusion of ICBA LIVE in San Diego on March 9.
While addressing attendees at the conference, Frazier praised community banks for being a safe harbor for their customers and urged them to commit to “innovate boldly, advocate fiercely, and identify, mentor and educate the next generation of community bank leaders.”
“If we do this, we won’t just survive, we will lead and I believe we will thrive," Frazier said, according to an ICBA press release.
She concluded her remarks by calling attention to the “significant progress” the organization has made in the last year. She added that, with Congress and the Trump administration taking action on many of ICBA’s advocacy initiatives, “This is our time.”
In addition to chairman, Frazier also serves as ICBA’s executive committee and on its board of directors. She is also a member of ICBA’s Federal Delegate Board and its Policy Development and Nominating committees. She also serves as Executive Committee liaison for the Large Community Bank Council.
ICBA noted she is active at the local level as well, serving on the Federal Reserve Bank of Richmond Board and as a past chairman of the Virginia Association of Community Banks. Frazier currently serves as treasurer of the WVU East Hospital System and the Loudoun Economic Development Authority, and she is a member of 100 Women Strong.
"Alice found purpose as a financial steward of her community, and turned her passion into action, testifying before Congress, canvassing the country spreading the community banking message, and encouraging others to get involved to preserve the legacy of community banking,” ICBA Immediate Past Chairman Jack Hopkins, president and CEO of CorTrust Bank in Sioux Falls, S.D., said. “Alice will bring that same visionary leadership and determination to her role as chairman as ICBA works to empower the community banks that power local communities.”
ICBA also announced that the following people will comprise its executive committee for 2026-27:
- Chairman-elect: Michael Burke Jr., president of ChoiceOne Bank in Lapeer, Mich.
- Vice Chairman: Shon Myers, president, CEO and chairman of Farmers & Merchants Bank in Miamisburg, Ohio.
- ICBA President and CEO: Rebeca Romero Rainey of Washington, D.C.
- Secretary: Douglas Parrott, president and CEO of the State Bank of Toulon, Ill.
- Treasurer: Jill Sung, president and CEO of Abacus Federal Savings Bank in New York, N.Y.
- Immediate Past Chairman: Jack Hopkins, president and CEO of CorTrust Bank, N.A., in Sioux Falls, S.D.
- Past Chairman: Lucas White, president of The Fountain Trust Co. in Covington, Ind.
- Past Chairman: Derek Williams, president and CEO of Century Bank & Trust in Milledgeville, Ga.
- Consolidated Holdings Chairman: Christopher Doyle, president and CEO of Texas First Bank in Texas City, Texas.
