CFPB announce new advisory committee members

The Consumer Financial Protection Bureau has appointed new members to its Consumer Advisory Board (CAB), Community Bank Advisory Council (CABC), Credit Union Advisory Council (CUAC), and Academic Research Council (ARC). Each committee advises the bureau on a range of issues and market trends.

The CFPB was required to establish the CAB by the Dodd-Frank Act. The committee is charged with advising and consulting with the CFPB director on consumer financial issues.

CAB members are Leigh Phillips (chair), president and CEO, SaverLife; Joaquin Altoro, CEO, Wisconsin Housing & Economic Development Authority; Lorray Brown, attorney/consumer law attorney/co-director, Michigan Poverty Law Program; Louis Caditz-Peck, director, public policy, LendingClub; Stephanie Carroll, directing attorney, consumer rights and economic justice, Public Counsel; David Ehrich, executive director, AIR – Alliance for Innovative Regulation; Laurie Goodman, director, Housing Finance Policy Center, Urban Institute; Margaret Libby, founder and CEO, MyPath; Andres Navarrete, executive vice president, external affairs, Capital One; Beverly Ruggia, financial justice program director, New Jersey Citizen Action; Faith Schwartz, president, Housing Finance Strategies, LLC; Ky Tran-Trong, vice president and associate general counsel, Visa; Pete Upton, executive director, Native360 Loan Fund, Inc. and Mae Watson Grote, founder and CEO, Change Machine.

The bureau also created the CBAC, CUAC, and ARC. The first two advise on matters related to community banks and credit unions, while the third advises the CFPB on its strategic planning process and research agenda. It also provides feedback on research methodologies and strategies for quantifying the costs and benefits of regulatory actions.

CBAC members include John Buhrmaster (chair), president and CEO, First National Bank of Scotia; Barry Anderson, president – chief operations officer, F&M Bank; Mary Buche, senior vice president/consumer lending relationship manager, Bank of Labor; Ronette Hauser-Jones, mortgage division president, Great Plains Bank; Todd McDonald, senior vice president/board director, Liberty Bank & Trust Company; Rebecca Melton, senior vice president/chief credit officer, The National Bank of Blacksburg; Kristina Schaefer, general counsel & chief risk officer, Fishback Financial Corporation/First Bank & Trust; and Michael Tucker, CEO, Greenfield Cooperative Bank.

Members of CUAC are Jose Iregui (chair), vice-president of consumer lending, Langley Federal Credit Union; Michael Daugherty, president, Community Plus Federal Credit Union; Monica Davis, senior vice president risk management, Union Square Credit Union; Michelle Dwyer, president/CEO, Franklin First Federal Credit Union; Jeff Ivey, president/CEO, River City Federal Credit Union; Jeremiah Kossen, president/CEO, Town and Country Credit Union; Michael Levy, general counsel, Travis Credit Union; Deborah Wreden, executive vice president, Product & Delivery Strategy, Virginia Credit Union.

ARC members are Vicki Bogan (chair), associate professor, Cornell University; Mathieu Despard, associate professor, University of North Carolina at Greensboro; Eric Johnson, Norman Eig professor of business, Columbia University; Michael Staten, professor and associate dean, University of Arizona; and Anthony Yezer, professor of economics, George Washington University.

Committee members are experts in consumer protection, financial services, consumer lending, economic justice, and consumer financial products and services. They also are representatives of community banks and credit services. Each member serves two-year terms.
