Efforts to challenge President Barack Obama's recent recess appointments are gaining steam. A group of 39 Republican senators intend to file an amicus brief challenging the constitutionality of the president's appointment of Richard Cordray to head the Consumer Financial Protection Bureau and other appointments to the National Labor Relations Board.
