In legislation recently introduced to the Senate, Senate Banking Committee Chair Sherrod Brown (D-Ohio) is looking to close “shadow” banking loopholes, also referred to as industrial loan companies, which allow retail and tech companies to offer banking services without meeting the oversight and regulatory requirements of other financial institutions.
