Title III of the Bipartisan Budget Act of 2015, which was enacted Nov. 2, 2015, amends Section 227(b) of the Communications Act of 1934 by allowing debt collection robocalls. Four senators have written a letter to the Department of Education asking for clarity on how the amendments should be interpreted.
