The 7th U.S. Circuit Court of Appeals ruled in two cases involving attempts to collect on time-barred debt. The Consumer Financial Protection Bureau and Federal Trade Commission had filed a joint amicus brief in one of the cases, arguing that time-limited settlement offers could plausibly mislead an unsophisticated consumer to believe a debt is enforceable in court even if the offer is unaccompanied by any clearly implied threat of litigation.
