Durbin Amendment’s impact on community institutions discussed in government report

The Federal Trade Commission found no evidence that payment network companies have taken steps to diminish community institutions’ ability to compete with larger issuers in the wake of Dodd-Frank’s new debit card rules, the agency said in a recent report. However, the commission said it will watch for any potential instances where large institutions collude with the networks to hamper such competition.
